What we handle in Montenegro
Montenegro is usually the coastal finale of a Bosnia and Croatia programme, or the scenic link between Sarajevo and the coast. We book hotels in Kotor, Budva and around the bay, boats to Our Lady of the Rocks at Perast, local guides, coaches over the Lovćen road to Cetinje, and mountain stops in Durmitor.
For groups arriving by sea, we can organise Kotor-based excursions. For incentives, a night on the Bay of Kotor adds a coastal highlight to a Sarajevo or Mostar programme.
Key places for groups
- Kotor: the walled old town and its fortifications, UNESCO-listed with the surrounding bay. Very busy on cruise days, so we plan the visit around ship calls.
- Perast and Our Lady of the Rocks: baroque waterfront and a short boat ride to the island church.
- Budva: old town and beaches; the main resort base on the coast.
- Cetinje and Lovćen: the old royal capital and the mountain road above the bay.
- Lake Skadar: boat trips and wine villages between Podgorica and the coast.
- Durmitor and the Tara canyon: mountain scenery and the Đurđevića Tara bridge, on the inland road between Bosnia and the coast.

Border and entry notes
Montenegro is outside the EU and the Schengen area, so crossings from Bosnia are ordinary passport controls; crossings into Croatia are Schengen entries with EU Entry/Exit System registration for non-EU travellers. We plan crossing points and send passenger lists in advance.
Montenegro has announced that it will require visas from citizens of Türkiye, China and Saudi Arabia from 1 November 2026. This matters for three of the most important markets for Balkan circuits. Bosnia and Serbia are easier anchors for these markets, and we can design routes that leave Montenegro out or keep it as an option for travellers who hold the right documents. Best season and gateway airports
May, June, September and October give the best balance of weather, prices and space for groups. July and August are the coastal peak, with full hotels and heavy traffic around Kotor and Budva. Durmitor is best from June to September; snow can close mountain roads outside that window.
Podgorica and Tivat are Montenegro's airports. For Winter 2026/27 Turkish Airlines reduces Podgorica to 10 weekly flights and suspends Tivat, while easyJet plans four new Tivat routes for Summer 2027 (Edinburgh, Birmingham, Amsterdam and Basel). Dubrovnik is often the most practical gateway for the Bay of Kotor. Schedules change; check before quoting.
Who Montenegro suits and how we sell it
Western European and North American groups like Montenegro as the coastal close to a Bosnia programme: the Bay of Kotor after Sarajevo and Mostar gives a strong last impression. Walking and active groups use the inland road through Durmitor and the Tara canyon as a highlight in its own right rather than a transfer.
For incentives, a night on the bay with a private boat to Perast is an easy upgrade to a Sarajevo or Mostar programme. For Turkish, Chinese and Saudi groups, we now look at Montenegro case by case because of the announced visa change, and suggest Bosnia, Serbia, Kosovo and Albania alternatives where needed.

Montenegro has announced visa requirements for these nationalities from 1 November 2026. Check the current rules for your travellers; we can route the programme through Bosnia and Serbia instead or keep Montenegro for those with valid visas.
How do you combine Montenegro with Bosnia?
Usually via Trebinje in eastern Herzegovina to the Bay of Kotor, or via the inland road through Durmitor from Sarajevo.
Can you handle Kotor on cruise days?
Yes. We schedule old-town visits around ship calls and use Perast and the bay boat trips to avoid the busiest hours.
Is Montenegro on the same contract as the rest of the tour?
