Visa requirements for Bosnia and Herzegovina: a guide for tour operators

Why entry rules matter for Balkans group programmes

Bosnia and Herzegovina is not a member of the European Union or the Schengen area. It sets its own visa policy, which in several important markets is more open than the EU's. For tour operators this matters twice: once for the entry into BiH itself, and again for every other country on a multi-country itinerary.

A classic Balkans circuit can cross from Croatia (EU and Schengen) into Bosnia and Herzegovina, then into Montenegro or Serbia (both outside the EU). Each crossing is a separate entry under a separate visa regime. A group that is visa-free for Bosnia may still need a Schengen visa for Dubrovnik or Split, or a national visa for Montenegro.

The GCC seasonal waiver: what Gulf agents need to know

Bosnia and Herzegovina runs a seasonal visa waiver for citizens of Saudi Arabia, Oman and Bahrain from 1 June to 30 September. This window matches the core Gulf summer travel season, when Saudi Arabia becomes one of the largest foreign markets in BiH: in August 2025 Saudi guests accounted for 12.8% of foreign overnights, according to the BiH Agency for Statistics.

For agents in Riyadh, Jeddah, Dammam, Muscat or Manama, the practical rule is simple: plan arrivals and departures inside the window, and check the rules again for any group arriving before 1 June or leaving after 30 September. When Eid al-Adha falls in late May or mid-May, as it does in 2026 and 2027, some families will want to travel before the waiver begins, so confirm the visa position for those dates early.

For multi-country Gulf programmes, remember that each neighbouring country has its own regime. Montenegro has announced visas for Saudi citizens from 1 November 2026, so a combined Bosnia and Montenegro itinerary needs a separate check for Montenegro.

Travellers with a valid Schengen, UK or US visa

Bosnia and Herzegovina has for years allowed some nationals who would otherwise need a visa to enter for a short stay if they hold a valid multiple-entry Schengen, UK or US visa or a residence permit from those countries. The conditions (type of visa, remaining validity, maximum days) are specific and have changed in the past.

For groups from India, Indonesia and other visa-required markets, this rule can make a Balkans extension after a Schengen trip much easier. Do not assume it applies: check the current conditions with the BiH Ministry of Foreign Affairs for the exact passport and visa type, and allow time for a regular visa application if it does not.

Visa checklist for group programmes

  • Collect nationality and passport type for every traveller at booking, not at rooming-list stage.
  • Check passport validity against the entry rules for each country on the route, not just Bosnia and Herzegovina.
  • Map every border crossing on the itinerary and the visa regime that applies at each one, including Schengen entry into Croatia or Slovenia.
  • For Gulf groups, check that arrival and departure dates fall inside the 1 June to 30 September waiver window.
  • For itineraries including Montenegro, re-check Turkish, Chinese and Saudi passports against Montenegro's rules from 1 November 2026.
  • Keep a copy of the official source and the date you checked it in the booking file.
  • Tell your ground handler early about any traveller with a different nationality from the rest of the group.
